Who is responsible for Scottish energy policy

Scotland is on track to produce 10 times, or more, renewable electricity than we consume. The majority of it from the land and waters of the Highlands and Islands where we still pay more for it than Londoners!
Most of this will be exported to England under UK government policies as they are in charge of energy policy.
I agree with People B4 Power Companies that there are far too many renewable developments here,
